How these areas were chosen

The Town publishes boundaries for its planning neighbourhoods and its three hamlets, and both appear below. The contrast is sharp: Beaty and Willmott hold tens of thousands of people between them, while Moffat and Brookville are rural hamlets where the public datasets thin out almost entirely.
